The financial powers of the Algerian Parliament underthe constitutional amendment 2020

Abstract

In democratic systems, parliament constitutes the center of democracy as it
expresses the popular will. Its constitutional role is manifested in legislation and control of
government actions. The reality of the parliamentary experience in Algeria refers to the weak legislative production and weak control performance in general, and in the financial
and budgetary field, especially due to considerations related to the nature of the relationship between the executive and legislative authorities and the executive authority
that lacks balance, and then to the nature of the parliamentary body produced by the
electoral process, and Constitutional and regulatory restrictions also prevent their ability to
influence public financial decision-making, the constitutional amendment of 2020 came in a context that attempts to respond to popular demands for justice in the face of widespread
manifestations of corruption in all its forms by activating effective control, Which passes through activating the role of the legislative authority in general and in the financial field in
particular, towards ensuring respect for the parliamentary license.
