This study aims to research the conditions and formulas of exploiting public
endowment properties destine for the realization of investment projects, as stated in Executive Decree 18/213, as the exploitation of public endowment real estate directed to
the investment is under an administrative contract between the authority in charge of endowment and the investor, by submitting offers as a general rule and consent as an exception. To achieve this purpuse, we based in our study on a descriptive and analytical approach by studying and analyzing some legal and regulatory texts in the endowment law
and related laws.
As a result of this study, we conclud that the Algerian legislator tried to restore
consideration to the public endowment by investing it in a consistent manner with the development plans, because that it became an economic, social and a religion necessity.
